Lindsey Graham, long one of the most respected and reasonable Republicans in the Senate, has turned into a freak show over the past several months. He’s transformed overnight from vaguely anti-Trump to cartoonishly pro-Trump. He spouts deranged conspiracy theories. He props up Trump’s monsters like Brett Kavanaugh. And when Graham speaks these days, he sounds like a mentally unstable lunatic. Today he went and made it all even weirder.




After the William Barr confirmation hearings today, Lindsey Graham spoke with a gang of reporters in the Senate chamber while the live television cameras rolled. C-SPAN broadcast Graham saying that Speaker Nancy Pelosi is suddenly in “hot water” because a bunch of House Democrats are supposedly secretly in favor of Donald Trump’s racist border wall. Graham then said something about running to tell Trump about it.






Considering the manner in which Democrats and liberals tend to speak their minds, if this were remotely true, these House Democrats would be saying this to the media, not privately to Lindsey Graham of all people. So this means Graham is making up this claim from whole cloth. He’ll tell Trump about it, and Trump will tweet something about it, but it still won’t be true. At this point Lindsey is hallucinating more frantically than Donald is.



Perhaps Lindsey Graham was freaked out today when MSNBC host Stephanie Ruhle strongly implied this morning that Donald Trump is blackmailing Graham with some unknown secret or scandal. Back in the real world, there has long been zero doubt that Trump is blackmailing Graham. But it’s significant that even the cable news cocoon, which always chooses to be last on these kinds of narratives, is finally joining the fray. At this point Graham would do well to simply come clean, as he appears to be collapsing into mental instability under the pressure.

Even as Donald Trump’s latest corrupt nominee William Barr was busy humiliating himself during his Senate confirmation hearings, while making clear that he was looking to find a way to magically prevent Robert Mueller from doing his job, Mueller was busy reminding everyone that it’s far too late to stop him.




Robert Mueller made a conveniently timed new court filing today which revealed that Paul Manafort was conspiring with Donald Trump’s White House to obstruct justice as recently the middle of 2018, and that Manafort then lied about it to Mueller. At this point any additional criminal charges against Manafort aren’t particularly relevant, as he’s now all but guaranteed to spend the rest of his life in prison. But this does tell us something crucial about Trump’s White House advisers.






First, Mueller revealed in his filing that he has incriminating text messages between Manafort and an unnamed Trump White House adviser. This implies that Mueller has all of Manafort’s illegal communications with the Trump White House. No doubt, the unnamed adviser is going to be indicted for obstruction of justice. But the real upshot here is that everyone in the Trump administration who was conspiring with Manafort was just put on notice that they’d better hurry up and cut a plea deal and flip on Trump.



The timing of Robert Mueller’s filing today tells us that he’s sending a message to everyone involved that he’s way too far down the road of exposing Donald Trump’s crimes to be derailed by a last minute panic move like replacing Jeff Sessions with William Barr. That might have worked a year ago, when Mueller was still a long way from the finish line. But Mueller has Trump nailed now, and Trump’s tepid and belated reactionary moves won’t save him.

Yesterday Donald Trump made a big deal out of serving fast food from a few different restaurants, including Burger King Whoppers, to the Clemson national championship football team. Trump seemed really proud of his cheapskate move, as he posed for several ridiculous photos with the food, and he keeps tweeting about it. But the whole thing is such an embarrassment that even Burger King is now trolling Trump from his official Twitter account.




This morning Donald Trump decided to brag about the “hamberders” he served to the college kids: “Great being with the National Champion Clemson Tigers last night at the White House. Because of the Shutdown I served them massive amounts of Fast Food (I paid), over 1000 hamberders etc. Within one hour, it was all gone. Great guys and big eaters!” He then later deleted and replaced it.






This is phenomenally illiterate even by Trump’s standards, considering that it’s almost impossible to type “hamberders” without it autocorrecting to “hamburgers.” Burger King, which has clearly had enough of Trump’s crap, posted this tweet in response: “due to a large order placed yesterday, we’re all out of hamberders. just serving hamburgers today.”



It’s not just that Donald Trump spelled yet another basic word hilariously wrong. It’s that a major American brand like Burger King now feels he’s so toxically unpopular and close to ouster, there’s more business to be gained by trolling Trump than there is to be lost by offending his base in the process. Accordingly, although Burger King has one-twentieth as many Twitter followers as Trump does, its response got more than twice as many likes as Trump’s tweet did.

Today the Brookings Institution is publishing our edited volume, “Bytes, Bombs, and Spies: The Strategic Dimensions of Offensive Cyber Operations.” And here is the first introductory chapter, in which we overview the books and its arguments.

The book, which grew out of a Hoover Institution workshop in partnership with U.S. Cyber Command, gathers in one place the thinking of more than 20 distinguished researchers from academia and think tanks as well as former policymakers in the Department of Defense and U.S. intelligence community.

Contributors address four important and interrelated themes regarding the strategic dimensions of offensive cyber operations: cyber strategy and doctrine for offensive use of cyber weapons; operational considerations in using cyber weapons; escalation dynamics and deterrence; and the role and relationship of the private sector to offensive cyber operations. All these themes are even more important now than when we began this project. We hope the book will help policy makers understand how best to integrate offensive cyber capabilities with other instruments of military and national power.  

Readers of these chapters may agree or disagree with them individually, but taken as a whole, they clearly demonstrate that it is possible to make considerable headway in understanding offensive cyber operations without access to classified information and without needing an entirely new array of analytical concepts and tools.  Indeed, many of the questions and issues that attend to the strategic dimensions of offensive cyber operations arise in other kinds of military operations, but because the cyber domain is unlike other domains of conflict in important ways, some of the answers and responses to these questions and issues in the cyber domain are different.

During his disastrous Senate confirmation hearings today, Donald Trump’s Attorney General nominee William Barr strongly implied that he’ll take Special Counsel Robert Mueller’s report, edit it to Trump’s liking, and then publish it as an “AG report.” This is about as corrupt as you can get, and it would in fact be felony obstruction of justice on Barr’s part. It’s also not something that can possibly work.




Various House Democrats have already said that if Robert Mueller’s report isn’t made public, they’ll simply subpoena him to testify, and then they’ll essentially have him read his report into the record. This can all be done in front of live television cameras, with the exception of any classified aspects, so it could end up being even more devastating to Trump if Barr does try to suppress Mueller’s report.






It looks like the big legal battle here will center around any attempt by Barr to release an edited and essentially falsified version of Mueller’s report before the House Democrats can bring Mueller in to reveal the real report. At that point it would become a propaganda war. Knowledgeable people would believe Mueller’s report; Trump’s deranged base would choose to believe Barr’s report; the people in the middle would be up for grabs.



So if the Republicans go ahead and confirm William Barr, the Democrats will have a clear task ahead of them: intervene legally now to try to prevent Barr from releasing an altered version of Robert Mueller’s report. This was all going to end up in front of the Supreme Court anyway, so the Democrats might as well try to take it there now. But no, Barr cannot magically prevent Mueller’s authentic report from seeing the light of day; that part isn’t remotely difficult to work around.

William Barr has spent the past year dishonestly attacking Special Counsel Robert Mueller while essentially insisting that Donald Trump can’t be investigated for any of his crimes, so the bar was set pretty low when he showed up to testify today during his Senate confirmation hearings. It turns out Barr is even more of a disaster than we thought.




Senate Republicans have the votes to confirm him, but Senate Democrats are busy doing their best to expose William Barr for the freak show that he is, so a few of the Republicans might think twice about marrying themselves to the guy. Barr has a single valid selling point: he was previously Attorney General under President George Bush, so at least he knows the law, and he knows how the job works, which is not the case for 99% of the people Trump nominates. The trouble: Barr revealed today that he actually doesn’t know anything about the law, or he’s good at pretending.






For instance, when Senate Democrats asked Barr whether he believed that Donald Trump has violated the Presidential Records Act, Barr said that he doesn’t know what the Presidential Records Act even says. When asked whether Trump violated the Emoluments Clause of the Constitution, Barr said he didn’t even know what that was. So we’ve got a guy who was previously Attorney General, and he’s applying to be Attorney General again, but he supposedly has less familiarity with the Constitution than the average cable news viewer.



There were numerous other freak show moments. But the above answers alone were more than enough for disqualification. Either he has no familiarity with the law and the Constitution, or he wants us to think he doesn’t, and neither one of those is okay. The good news is that it’s far too late for Donald Trump to insert someone into the Department of Justice who can magically stop the Robert Mueller freight train; that window closed a long time ago. But Barr is complete disaster.
